Non mana users will not be afflicted unless they are currently tanking Vaelastrasz.
Vaelastrasz makes an appearance in shade form in upper Blackrock Spire during the Rend encounter if a player uses their Seal of Ascension on the corpse of Rend's chromatic mount, Gyth, in which he verbally threatens Nefarian, heals the raid, and assists in killing Rend.
