To delete a character, you first need to select them. And a window will pop up asking you to confirm the deletion, when you have selected the characters, click delete or cancel. Following there are some information about star trek online credits, just have a look.

You also have 24 hours in which to cancel the deletion if youd like to restore and keep the character. You can see how much time is left by selecting a greed out character.
